We have around 6 methods for shipping - 3 of them are not suitable for a particular group of postal codes

I have made a Shipping Area that contains the postal codes I need to restrict (Area is called "Scottish Highlands")

I have made this restriction - 

the restriction does block the 3 methods included but it blocks them for every single postcode, not just the ones in the restriction rule

can anyone help me with this please

I've tried changing it from ALL to ANY, I've read and re-read the user guide, and I cant find anything I haven't configured or have set wrong, but clearly either I've got it wrong or theirs a bug
